PORT ST. LUCIE — City property owners may be able to avoid a proposed 26 percent increase in their property taxes.

During a special meeting Wednesday, the City Council unanimously agreed to use half of the city’s general fund reserves to keep the property tax rate at its current rate of $4.22 per $1,000 of taxable value. The council will formally vote on setting the property tax rate during scheduled 7 p.m. public hearings Sept. 14 and Sept. 28 at City Hall.

Using the city’s median home price of $112,000 with a $50,000 homestead exemption, an average city property tax bill using the current rate would be $261, excluding taxes from other agencies, such as the school and fire districts.

A former Jupiter Island Town Commissioner died Monday in Rhode Island in what police there are investigating as a possible suicide.

Finn Caspersen, 67, was found dead Monday at the Shelter Harbor Golf Club in Westerly, R.I. from what police believe is a self-inflicted gunshot wound, said Westerly police Capt. Edward St. Clair.
Caspersen a philanthropist, was first elected as town commissioner in Jupiter Island in 2005. He resigned on Aug. 4. Caspersen also had a home in the Shelter Harbor Golf Club where he died.

“As a public servant, policy-maker and overall gentleman, Finn Caspersen exceeded every standard of good measure,” said Jupiter Island Mayor Charles Falcone. “Stoic and soft-spoken, he did a lot of listening during town meetings before carefully weighing in with insight and informed expertise.”

An assistant reached at Knickerbocker, LLC said the family did not want to comment. No funeral information was available.

Caspersen served as the chief executive officer for the Beneficial Corp., a major financial holding company, from 1976 to 1998. More recently he was serving as the chairman of Knickerbocker, a private management company that oversaw numerous trusts and foundations. Caspersen personally donated money to Harvard Law School in Massachusetts as well as the Morristown Memorial Hospital, and schools such as the Peddie School and the Drew University Caspersen School of Graduate Studies, all in New Jersey

Longtime friend Tom McNicholas described Caspersen as “approachable and genuine” and said: “Each time I would refer to him as Mr. Caspersen he would peer over his glasses, softly chuckle and say, ‘Call me Finn.’ He was a friend and always fair to everyone.”

As a town commissioner, Caspersen was pushed for a town referendum on whether to bury power lines on the island underground. He also got involved in Martin County’s contentious debate over real estate development, paying $17,000 out of his own pocket in 2006 to bankroll a phone survey of 500 Martin County residents about their views of population growth. He also created a political action committee, Keep Martin green, that ran advertisements opposing rapid growth in the county.

“Finn had strong convictions towards protecting our environment and he invested a lot of his own money and time to support local causes like Keep Martin Green which focused on smart growth and environmental protection,” McNicholas said.

This is the second longtime Jupiter Island official to die in recent months. Town Manager Joe Connolly, a friend of Caspersen, died of Lou Gehrig’s disease just days after Caspersen resigned from the town commission in August. Deputy Town Manager Gene Rauth said the town is considering a memorial to Caspersen.

TREASURE COAST — The number of Treasure Coast medical equipment suppliers for Blue Cross/Blue Shield patients will dwindle to three starting Nov. 1.

The cutbacks follow a competitive bidding process by regional suppliers who provide products from diabetes testing strips to oxygen machines statewide to remain in the Blue Cross/Blue Shield of Florida network.

Liberty Medical Supply and Physician’s Choice Respiratory Services, Inc., both in Port St. Lucie, and Rotech Oxygen & Medical Equipment in Stuart remain as the lone Treasure Coast suppliers after the bidding, according to a Blue Cross/Blue Shield list sent to Oxygen Plus in Vero Beach.

HOBE SOUND — Thirty-year-old fire station #32 in Hobe Sound will soon have a new 5,000-square-foot, hurricane-proof addition that will add eight dorm rooms and two bathrooms, enabling the station to finally separate male and female firefighters.

The $520,000 addition is being installed by Royal Concrete Concepts of West Palm Beach, which manufactures pre-engineered concrete building systems that arrive virtually complete on the construction site. Workers simply connect the utilities, add the flooring and other touches and the new wing is nearly ready for occupancy.

“It takes just one day to set the units up because they arrive on site from our Okeechobee manufacturing plant 95 percent complete,” said Jeff Wisinski, the company’s head of business development.

FORT PIERCE — A St. Lucie County Sheriff’s Office deputy was arrested Sunday on a DUI charge after she reportedly was seen weaving in traffic and stumbling when she exited her sport utility vehicle, according to an affidavit released Monday.

Two breath tests measured 49-year-old Consuela Hall Curtis’s blood-alcohol level as 0.144 and 0.153 percent — greater than the legal limit of 0.08 percent. Curtis is a court security deputy who joined the Sheriff’s Office in 2003, according to the Sheriff’s Office. She was off duty in her personal vehicle at the time.

An off-duty sheriff’s sergeant saw Curtis driving west Sunday afternoon on Okeechobee Road from Interstate 95, noting her GMC SUV was weaving and cutting across all lanes of traffic.

ST. LUCIE COUNTY — Law enforcement agencies are working to get rid of the hundreds of backlogged DNA cases to make for a safer Treasure Coast.

The Indian River Crime Laboratory hired a DNA criminalist through a $94,922 forensic science improvement grant with the Port St. Lucie Police Department from the U.S. Department of Justice’s National Institute of Justice.

Lab Director Dan Nippes said the backlog for St. Lucie, Indian River, Martin and Okeechobee counties at the end of June was 646 cases.

The United Way of Martin County Board of Directors approved its annual funding to local agency programs, distributing more than $1.5 million raised during the 2008-09 campaign.

Funding is focused on priority areas addressing the community’s needs such as helping children and youth achieve their potential, providing stability and independence for families and individuals in crisis and increasing access to health care services.

About 70 volunteers on citizen review panels examined applications for United Way support and chose who would received money, United Way Executive Director Jim Vojcsik said.

The 2008-09 United Way of Martin County campaign raised almost $2.1 million. Of the remaining total, $100,000 is set aside for unfulfilled pledges. About 16 percent is used by United Way of Martin County for fund-raising and administrative expenses. The balance will support community research, planning and initiatives such as the Earned Income Tax Credit program and the Shared Services Network mobilization to reduce youth substance abuse. FELLSMERE — The mother of the 1-year-old boy found dead in a vehicle last month was charged by the Indian River County Sheriff’s Office with aggravated manslaughter of a child.

Alejandra Alvarado, 21, of the 100 block of South Oak Street, Fellsmere, posted $2,500 bail at the Indian River County Jail shortly after she was booked Monday afternoon. Her son, Aiden Alvarado, died after spending at least four hours in the back of his mother’s sport utility vehicle during the afternoon of June 13, detectives said.

STUART — Signs of economic distress abound in Martin County and the outlook for next year doesn’t appear to be much better.

Martin County’s population dipped slightly since last year, school enrollment is expected to decline for two years, government revenues are down and new construction has dropped, several local and state officials said this week during government meetings.

The housing market is so bad two developers asked Martin County to rescind their hard won final site plan approvals for new subdivisions so they can delay paying impact fees and utility connection charges, said Growth Management Director Nicki van Vonno.

“That is a recent trend and it’s directly tied to the applicant’s ability to go forward or not,” van Vonno said. “Money is tight.”

The County Commission voted unanimously on Tuesday to rescind the final site plan approval for the Pentalago subdivision, 42 ranchettes on Citrus Boulevard near Interstate 95 in Palm City Farms. (more…)

INDIANTOWN — The long-stalled Quillen Development of Regional Impact is dead and the developer is missing in action.

The Martin County Commission voted unanimously Tuesday to kill the proposal for 2,250 houses and 150,000 square feet of commercial space at the intersection of Warfield Boulevard and Allapattah Road in Indiantown.

Officials with the project’s developer, Ascot Development of Delray Beach, did not attend Tuesday’s public hearing on the fate of the project, which was first proposed in December 2005. The developer paid $58.5 million for the land.
