PORT ST. LUCIE — A lock on the door was the only notice Jessica Rufo got that Hayes World Day Care & Learning Center had closed.

Rufo, a St. Lucie County School District employee, is keeping her 3-year-old daughter at home for the summer, but had left Hayes World about $500 to hold a spot for Elizabeth in the fall. Driving by the Darwin Boulevard center this weekend, Rufo noticed locks on the door.

A message on Hayes World’s phone service said the day-care center is “temporarily closed,” but offered no other information.

MARTIN COUNTY — The typical long-time Martin County homeowner would pay $94 more in county property taxes in 2010 under a budget proposal released Wednesday.

Acting County Administrator Tary Kryzda proposed setting the property tax rate at $7.98 per $1,000 of assessed value for the budget year starting Oct. 1.

That represents an increase of 75 cents per $1,000 of assessed value, or about 10 percent, compared to this year.

However, the county would still collect $141 million in property taxes in 2010, the same as this year, because the overall value of the county’s real estate declined by 10 percent, Kryzda said. (more…)

FORT PIERCE — St. Lucie County has set its sights on landing an unnamed eyeglass lens research firm that could bring 200 high-paying jobs to the Treasure Coast and create a curriculum at Indian River State College focused on training people to work for the company.

The county is awaiting Enterprise Florida, the state’s economic development arm, to approve its share of an incentive package that would require the local government to provide about $550,500 as its part of a state and local package that includes a job growth incentive grant and property tax breaks.

“This is a serious competition for us,” said Larry Pelton, president of the Economic Development Council of St. Lucie County. “I can’t give you more until we see how this all turns out.”

PORT ST. LUCIE — Thousands of festival-goers might not be able to enjoy the next annual Oktoberfest, St. Patrick’s Day Festival, and Art and All That Jazz because of city budget cuts.

The city’s Community Redevelopment Area staff is recommending the City Council cut the $10,000 sponsorship it gives to each festival. Assistant City Manager Greg Oravec, who also serves as the agency’s director, sent letters earlier this month giving the bad news to the organizers.

He said last week he doesn’t know how long the cuts will last, and the festivals will have to raise more money privately.

FORT PIERCE — Soon residents and visitors to South Beach’s Jetty Park will get to enjoy more waterfront views, parking and easier access to a 2 1/2-mile linear park.

The City Commission, seated as the Fort Pierce Redevelopment Agency board, Wednesday approved a $1.4 million land acquisition that will double the size of Jetty Park to 2.87 acres.

The purchase is for 1 acre on the eastern side of the vacant Mariner Bay Motel property, formerly the Days Inn, at the corner of Seaway Drive and State Road A1A. (more…)

STUART — Signs of economic distress abound in Martin County and the outlook for next year doesn’t appear to be much better.

Martin County’s population dipped slightly since last year, school enrollment is expected to decline for two years, government revenues are down and new construction has dropped, several local and state officials said this week during government meetings.

The housing market is so bad two developers asked Martin County to rescind their hard won final site plan approvals for new subdivisions so they can delay paying impact fees and utility connection charges, said Growth Management Director Nicki van Vonno.

“That is a recent trend and it’s directly tied to the applicant’s ability to go forward or not,” van Vonno said. “Money is tight.”

The County Commission voted unanimously on Tuesday to rescind the final site plan approval for the Pentalago subdivision, 42 ranchettes on Citrus Boulevard near Interstate 95 in Palm City Farms. (more…)

ST. LUCIE COUNTY — St. Lucie County officials say they’re tired of paying higher-than-Medicaid rates in hospitals for their jailed inmates.

St. Lucie County is lobbying the state to force hospitals to accept the Medicaid rate for inmate medical care. But hospitals are warning that forcing more people on the Medicaid rolls could increase costs to taxpayers.

As it is now, when a Medicaid patient goes to the hospital, the county does not get the bill. Hospitals are required to accept and treat indigent patients. If that same person needs medical care at a hospital while an inmate, the county — and ultimately taxpayers — pay the bill, St. Lucie County Commissioners say. (more…)

PORT ST. LUCIE — Seven city employees from the Engineering Department were laid off on Friday because of a lack of work, according to city officials on Monday.

Officials aren’t sure if or when more layoffs will occur because of the slowdown or because of the city’s upcoming budget cuts.

FORT PIERCE — Not much will change Friday when Lawnwood Regional Medical Center & Heart Institute begins serving as a provisional state trauma center.

Much of the $15 million Lawnwood invested in five trauma surgeons, staff training, new equipment and emergency department renovations was earmarked two years ago when hospital officials proposed St. Lucie County taxpayers chip in $7 million a year to pay for the regional, Level II trauma center.

Trauma tax opponents said then Lawnwood’s parent company, Tennessee-based HCA Inc., would find the cash if it really wanted to care for trauma patients. Nearly 75 percent of voters rejected the trauma tax.

STUART — Martin County’s lowest-paid workers will keep fighting the county’s furlough program because they can’t afford a 5 percent pay cut, a union leader said Tuesday.

Teamsters Local 769, which represents 275 of the county’s clerical and blue collar workers, will ask the Public Employees Relations Commission to resolve the contract dispute through binding arbitration, said Mavis Curley, the union’s chief steward in Martin County.

The furlough program requiring all county employees, except fire rescue workers, to take one unpaid day off per month starting Friday violates the Teamsters contract, Curley said. Under the contract, a workweek is 40 hours.
