INDIANTOWN — Beyond the taqueria and past the cattle ranches here, more than 700 workers are busy building the largest solar-power plant in Florida.

They’re assembling giant aluminum frames that stretch 40 feet long and weigh 2,800 pounds apiece.

When the frames are finished, they will fit them with 192,000 mirrors.

And, eventually, they will attach steel pipes to hold liquid that the sun will heat to 700 degrees Fahrenheit.

To see the scene at Florida Power & Light Co.’s solar-thermal plant in western Martin County is to think that a new era of clean energy has finally dawned in the Sunshine State.

But not so fast.

Despite lots of talk about the need to be green, state lawmakers dragged their feet on proposed legislation this year. They never managed to pass a renewable-energy bill.

FPL says it has more solar projects ready to go — but it can’t build them until the state approves a law allowing it to recover the costs of construction. (more…)

TALLAHASSEE — Two safeguards on a secretive process that turns tax dollars into cash incentives for private corporations were quietly removed in the final days of the 2009 legislative session to help a Jupiter Island investment manager quickly secure $20 million for his digital animation company.

An amendment gave Gov. Charlie Crist’s office, which helped craft the language, sole authority to award $42 million in economic development money. As a result, nine companies, each identified only by a code name, were awarded shares of the money within a week this summer. One $7.4 million project in Taylor County was never discussed in public.

Nearly half of the summer’s total went to Project Bumblebee — a proposal from John Textor, who is targeting Port St. Lucie for a spinoff of Digital Domain, a visual effects company he owns with Hollywood blockbuster producer Michael Bay.

Textor has promised that the spinoff, Wyndcrest Holdings, will create 500 jobs by 2014, and the recession-ravaged city is considering a separate incentive package worth $10 million in cash, land in Tradition and additional stimulus money from the city and St. Lucie County for a building.

But while the city considers its offer, the last-minute state budget amendment has already benefited the election campaigns of Crist and state Reps. Kevin Ambler, R-Tampa, and David Rivera, R-Miami, whose support was critical for the amendment.

Just days after the legislative session in May, which ran into overtime as lawmakers squabbled over the budget, Textor gave $5,000 to the Republican Party of Florida’s federal campaign account to help Crist, who has raised more than $6 million for his U.S. Senate race next year.

In June, Textor gathered $2,000 in donations for Ambler and $1,500 for Rivera. Textor also helped arrange for former Miami Dolphins quarterback Dan Marino, one of Textor’s business partners, to attend Ambler’s kickoff fund-raiser last month for Ambler’s state Senate campaign. ST. LUCIE COUNTY — A Tallahassee law firm has put the school district on notice that it will be taken to court if it doesn’t promptly produce public records first requested in June about a contract with a computer software company.

Attorneys Edwin Bayo and Bill Furlow declined to say who they represent in their attempt to get documents and e-mails between St. Lucie County schools and Skyward Inc., a Stevens Point, Wis.-based supplier of school administrative software. The district began seeking a contractor in 2007 and Skyward’s software came online this summer. (more…)

VERO BEACH — Officials said they’re still investigating the cause of death of a Hialeah man found Saturday in the pool at a resort hotel owned by pop star Gloria Estefan and her husband, Emilio.

Enrique Perez, 69, was vacationing with family at Costa D’Este in the 3200 block of Ocean Drive, police spokesman Officer John Morrison said.

About 2 p.m. Saturday, Kelly Wakeman, 24, of Tallahassee said she was sitting at the side of the pool when she and others noticed Perez submerged, face down and not moving in the 6-feet, 6-inch depth area of the pool.

TALLAHASSEE — The long-sought Indian Street Bridge, along with 16 other transportation projects expected to bring money and jobs to the Treasure Coast, got the green light from the state Joint Legislative Budget Commission Wednesday.

The 14-member commission comprised of Senate and House members agreed, without debate, to accept $3.8 billion in federal dollars that will pay for a cornucopia of projects targeting transportation, health and education.

Backers say the package will help the state recover from the worst recession in decades.

Almost two hours after the St. Lucie County School Board approved his controversial budget proposal, Superintendent Michael Lannon stood in the near-vacant auditorium talking to a janitor.

Lannon, walking out, and the man, walking in, paused on the steps.
Some said you were doing this too soon, he told Lannon, and now, look, the Indian River County School District is coming out with cuts.

“You’re like a seer,” he said, making Lannon laugh.

For Lannon, there is no crystal ball. He doesn’t know yet if the $30 million in cuts his board approved last week will occur — could be more, could be less. What Lannon has, even in the face of harsh criticism from state legislators, is an almost imperious confidence and an innate sense that the clock is ticking, both for St. Lucie schools and for him. And, in a fight against time, you never put off for tomorrow what could be done today.

“I’m 63 years old this month,” he said. “This is one of my last hurrahs.”

FORT PIERCE — A plan that includes eliminating 331 jobs and closing three schools to cut $30.6 million from next year’s budget was explained in detail Tuesday evening to elected members of the School Board, who sat silent through the presentation by Schools Superintendent Michael Lannon.

Their lack of comment was deliberate. Chairwoman Judi Miller said after the meeting all five members of the School Board had previously agreed in individual conversations with Lannon not to speak until after a town hall meeting on the proposal, scheduled for 6 p.m. March 31 at Fort Pierce Central High School auditorium.

Lannon spoke for almost one hour on a problem that he laid entirely at the feet of Tallahassee lawmakers who refuse to raise more money in the face of shortfalls created by the economic recession.

TALLAHASSEE - Business and government officials from St. Lucie and Martin counties are spending several days here this week to press their issues with the Treasure Coast’s legislative delegation.

The Treasure Coast Legislative Conference is an annual tradition going back two decades. This year, the three-day trip comes with a certain sense of urgency: Local leaders are facing millions in lost revenue, high rates of unemployment and home foreclosure, and the likelihood of more cuts to come.

Unfortunately, so are the people they’re lobbying.

Martin County Commissioner Ed Ciampi said officials are keeping their interactions with legislators “courteous and light,” but he summed up the situation this way: “Politics is not fun when there’s no money.”
