PORT ST. LUCIE — The City Council Monday night unanimously agreed to move forward with purchasing 15 acres from Tradition Outlet LLC for $10 million, a move that puts up half the state’s contribution to help a Hollywood executive set up a digital production studio.

The studio could create up to 500 jobs and bring Florida State University’s Film Studies program to the Treasure Coast.

The package includes the local governments building a 150,000-square-foot studio for Hobe Sound-based Wyndcrest Holdings, a private investment firm focused on entertainment and Internet technology headed by Jupiter Island resident John Textor.

STUART — The nonprofit Surfrider organization isn’t doing much celebrating two weeks after its 25th anniversary Arts and Music Celebration has left about $75,000 in unpaid debts, about half to local vendors.

The Treasure Coast chapter president has resigned under pressure from the local board, which said he exceeded his authority in organizing the event.

And, the Surfrider Foundation’s Florida group of chapters has canceled its state conference to put that money toward paying the bills.

ST. LUCIE COUNTY — Four of the five commissioners who oversee the county’s $587 million budget suffered personal declines in their net worth last year.

Commission Chairwoman Paula Lewis, on the board since 1996, was the only one to record an increase, growing nearly $20,000, even as her home dipped in value by $10,000 and liabilities grew by $3,000.

The largest drop was recorded by Commissioner Chris Dzadovsky, who was elected to the board in 2008. He saw his net worth down nearly $200,000 from the prior year, with real estate being the biggest reason. His two residential properties in Fort Pierce lost a combined $185,063 in value from 2007 to 2008. (more…)

ST. LUCIE COUNTY — Law enforcement agencies are working to get rid of the hundreds of backlogged DNA cases to make for a safer Treasure Coast.

The Indian River Crime Laboratory hired a DNA criminalist through a $94,922 forensic science improvement grant with the Port St. Lucie Police Department from the U.S. Department of Justice’s National Institute of Justice.

Lab Director Dan Nippes said the backlog for St. Lucie, Indian River, Martin and Okeechobee counties at the end of June was 646 cases.

HUTCHINSON ISLAND — The fizzling economy continues to keep progress at a standstill on the new Oceanside Resort hotel on Hutchinson Island.

The new resort, which is slated to replace the partially destroyed 184-room Holiday Inn Oceanside just south of Jensen Beach Causeway, was scheduled for completion by next year. But Huizenga Holdings, which now owns the complex, is still trying to secure all necessary permits and retool its business plan in accordance with the economic downturn. (more…)

STUART — Martin County officials breathed a slight sigh of relief last week when the county’s taxable value came in. It wasn’t good, but it wasn’t as bad as expected.

Then they discovered it was wrong.

Property Appraiser Laurel Kelly, who released the county’s tax roll last week, learned this week that a computer programming glitch had changed the calculation for the value of new construction. That error led to other problems in the calculation.

The end result? The county’s taxable value may not be $18.7 billion as reported. That number is used by the county, municipalities, school district and other taxing districts to determine what tax rates will be applied to property values to collect taxes for 2009-2010. And in a year when every dollar matters, even a slight difference could affect budgets and tax rates for the coming year.

“Every little tick of that register makes a big financial impact,” said Commissioner Ed Ciampi.

In this case, commissioners thought, based on July’s incorrect figure, that they had about $600,000 more for their proposed $345.6 million budget for the coming year than June’s estimate had indicated. Now it’s unclear what effect this will have.

Kelly wouldn’t say whether she expects the tax roll to go up or down. (more…)

PALM CITY — Martin County Commissioner Ed Ciampi closed his ice cream and chocolate shop at the Publix shopping center on Martin Highway in May and anticipates reopening in late July at a new location in a strip mall on Mapp Road.

It was the second setback for Ciampi’s 3-year-old chain of “Sweet Sarah’s” ice cream and chocolate shops. Last year, Ciampi closed his shop in Port St. Lucie because of a lack of traffic at a shopping center near Veteran’s Memorial Park.

“We all have to adapt to the current economic conditions and I’m doing just that,” Ciampi said. “Three or four years ago, when I started this process, the economy was different. So now I’m making smart decisions to stay in business.”

PORT ST. LUCIE — Thousands of festival-goers might not be able to enjoy the next annual Oktoberfest, St. Patrick’s Day Festival, and Art and All That Jazz because of city budget cuts.

The city’s Community Redevelopment Area staff is recommending the City Council cut the $10,000 sponsorship it gives to each festival. Assistant City Manager Greg Oravec, who also serves as the agency’s director, sent letters earlier this month giving the bad news to the organizers.

He said last week he doesn’t know how long the cuts will last, and the festivals will have to raise more money privately.

PORT ST. LUCIE — Cheers, tears and roses were on display before a standing-room-only crowd in the auditorium of Port St. Lucie Elementary Monday night.

The gathering was to say goodbye to the 34-year-old school that is being closed in June as part of the school district’s plan to save $30 million next year.

“We have always been a family,” said Deb Mock, a reading coach who has taught at the school 31 years. “We’ve been there for each other through all the challenges we’ve had — hurricanes, flooding, the deaths of faculty members. We always strived to do the best for our students,” she added.

STUART — A new handyman-service company is trying to help the community by offering free home repair services for those who need it most.

“I just hope I can actually get to the people that need help,” said David Noel, owner of Nomad Industries.

Noel started the Stuart-based company about a month ago after getting laid off from St. Lucie Pump & Water.
